The City of Toronto has launched a pilot program called the Building Permit Application Pre-Check, an online tool designed to accelerate the review process for building permits, according to a City of Toronto news release.
According to the City of Toronto, the AI-powered tool allows applicants to upload documents to receive real-time feedback on inconsistent, missing, or incomplete information. The tool is also designed to identify specific issues related to the Ontario Building Code or zoning within the scope of the pilot. After using the tool, applicants receive a findings report they can use to rectify errors before formally submitting their application for a full review by city staff.
City officials stated that incomplete applications currently slow down reviews for both staff and applicants. By encouraging higher-quality submissions, the city aims to reduce avoidable resubmissions and speed up first reviews to help increase the number of homes built.
The pilot is currently limited to specific residential projects involving two units or fewer, including detached garages, decks, porches, garden suites, laneway suites, and alterations or additions in eligible residential zones. The City of Toronto noted that the tool is voluntary and does not replace the formal application process or staff reviews; city employees will continue to conduct complete reviews and make all final decisions.
The program will run for one year, during which the city will evaluate the quality of applications, the experience of the applicants, and the impact on overall review times to determine if the tool should be expanded to other permit types. The City of Toronto stated the initiative aligns with its Digital Infrastructure Strategic Framework.
