However, as Fortune first reported, the current devastation across the continent suggests a more permanent shift toward desertification that requires a fundamental overhaul of water infrastructure. The scale of the crisis is staggering. In Hungary, the national meteorological service reports that approximately 99% of the country's lands are currently experiencing severe or extreme drought. The Great Hungarian Plain is specifically threatened by desertification. The economic toll is immediate: Hungary’s Agriculture and Food Economy Ministry noted that 1,588 hectares of fish ponds dried out, killing nearly 280 metric tons of fish across 20 farms, resulting in an estimated revenue loss of 1.3 billion forints ($4.2 million).

While the immediate response has been one of desperation, these tactics are not scalable. In eastern Slovenia, firefighters pumped 8 million liters of water into Lake Pristava to prevent fish suffocation, a move Danijel Fras of the Pesnica Lenart Fishing Association described as a struggle just to ensure any fish survived. In Serbia, fisherman Dusan Jovanovic indicated that relocating the fish is the only viable option for those trapped in the Danube side channel in Novi Sad.

These are bandages, not cures. To combat permanent desertification, Europe must invest in landscape-scale water retention. We see the failure of current policy in Romania, where Catalin Platon, president of the ROMFISH National Association of Fish Producers, noted that water-use policies prioritizing agricultural irrigation left fish farmers with no water. Platon explained that because carp production takes three to four years, losses from droughts in 2023 and 2024 continue to impact yields today.

Across the region, the industry is attempting to innovate on the fly. In Bosnia, trout breeder Veljko Budjen has reduced production and feeding to survive the summer, noting that adding liquid oxygen is one of the few viable options for cold-water fish. Similarly, the Czech Fishing Association reports that farmers are aerating ponds or suspending feeding. Jan Sokolik, a technician at the Rybarstvi Trebon fishery, emphasized that while marginal ponds have been fished, the industry is only now planning for the survival of larger ponds.

The transition to a desertified landscape is already underway. The only pragmatic path forward is to move past emergency pumping and toward the hard-tech infrastructure required to retain water in the landscape permanently.
